Ban the "unique" console address then and kick little brothers ass. There is a way to indentify each user and console is what I'm saying.

A console ban can be dangerous to the reselling market. A bannable online pass is the best solution so far... If one wishes to continue to cheat, it will cost them over and over to do it.
